in PJT I can query a project from another OU, but HR security profile suggest I shouldn't view this

Hi

When I do an Advanced Search in Oracle Project Management a project from a different OU appears in the list of values. MO : Operating Unit profile is set to the correct OU. HR security profile is also restricting to the correct OU. There is a single business group. PA Cross Project View and Update are set to Yes at responsibility level. my question is why does this project from a different OU appear in my LOV?

Client is on 12.1.3

Any ideas are welcome
