US City taxes not defaulting in AR

Hi All,

My client has upgraded from 11i to R12 in US and we are not using the migrated taxes. 

As part of EBTAX setups, I have done initial setup and then loaded Taxware rate file for State, County and City. All defaults have been set at Tax Rules. In AR State and County Taxes are defaulted correctly but City Tax is not defaulted. Even I have tried to create the Tax manually for City but I can’t find Tax Rate in the LOV.

Am I missing any setup here? Your help is much appreciated.
