Electronic Signature not working while changing status for Formula

Hi,

I was trying to enable Electronic Signature while changing the Formula status for Approval. But, I am not getting the 'Electronic Signature' Screen when the status get changed. Formula status get changed to 'Approved for General Use'

I followed all the steps in the webcast: Mfg_OPM_Advisor_Webcast_2013_0220.pdf.. As per Page 19 in the document, I am not getting the 'Applicable Rules' displayed. Any idea, What I am missing?
