Do I have to label (Barcode) all my items in order to use scanning functionality

I am using WMS and PDA scanning

I have 10 000 items

I am receiving every day 2000 items and as qty 8 000 each

Do I have to label the 8 000 items in order to use scanning system during picking or I can label my locator only is it enough

Example

Item A is in Locator A1.R2.Bin5

Item B is in Locator B3.R6.Bin9

So I put a label or bar-code on the  locators only not items

when I pick I scan the locator label not the item

can this work as workaround?

or I have to inform the suppliers to put the bar-code on the items ?
