Tax Debugging

Why does tax use "FND: Debug Log Enabled" profile for debugging, it should have a specific tax profile.  Oracle recommends to have "FND: Debug Log Enabled"=Y at site level and debug level = 6 for exception logging, this means that tax is allways logging, it's not consistent for Tax Development team at Oracle to ask clients to set "FND: Debug Log Enabled"=N to stop getting logs.
