Restrict Product Entry

hi,

I got a business requirement, "restrict product selection at the time of sale order entry (line level)"

Is there any way that end-user can enter customer order only for a specific product ?

Like restriction at user level or responsibility level to enter sales order for only one specific product ? OR restriction on customers for specific product orders...?
