Is this bug fixed ? Bug 16067159

Hi,

Its regarding Bug 16067159 : MANAGED SERVERS FAILED TO START WITH DATABASELESS LEASING

We are severly facing the same issue on production applications .Could some one please suggest that if this issue is fixed or still under analysis ?

In search I only get the description of the bug and not any status like in-progress or fixed.
