Row defined as a header on an FSG but no data exists for this section

We have several FSG reports that have rows defined as headers for sections on the report e.g NON SALARY EXPENSES.  There is no account assignment or calculations assigned.  When there is no data for this section the FSG still prints the header line - is there a way to suppress this?
