Essbase calculation not getting expected results

This following calculation is a type of allocation; the data is coming in at the U- (unclassified) level and the allocation % is stored at a fully qualified intersection (does not include any U- members).  The Alloc% is in the Measures dimension as is the amount (USD).  For each non-empty intersection in the FIX, multiply the data at the U- intersection * the Alloc%.  The IF statemnet is an attempt to establish order of precedence when selecting which allocation %; the first case indicates that the allocation % exists at the most specific intersection, the second is that the allocation
