using runtime variables in BI Pub template

hi,

we are on JDE 8.12 Tools 8.98 upgrade 4.12

would like to know how runtime variables (using XSL or XSLT) can be used in a BI Pub RTF Template.  Specifically I would like to count the number of rows that meet a criteria and then display a certain row if the count is equal to a specific value.

please advise, thanks
