OTL to EAM Transactions

What is the standard functionality of the OTL to EAM when time is posted in OTL for an EAM Work Order? Currently we have one department that has all resources and instances associated within the system. The Crews are entering time on one specific operation using the default department. When the transaction is processed new operation lines are inserted into the EAM Work Order with the same Operation Sequence Number, default department, the next sequential Resource Sequence Number, the Resource Code entered on the OTL Time Card, and the Resource Usage of 0. No Instance is recorded on the EAM
