Patch 13495177 is taking long time while trying to apply

Hi,

Apps 12.1.3

we are trying to install CNAO patches for China Localization in our development server ND4CFN.
Patch 13495177 mentioned in the above SR is taking long time and infact still running while we tried to apply the patch.
