How can I pick from the store base on the picking order of the locator

I am using WMS

I have an item in different locator

Locator 1 and picking order 3

Locator 2 and picking order is 2

Locator 3 and picking order is 1

I have a sales order an I need to pick first from Locator 3 because the picking order is 1

so how can I do that

1 - Do I have to use cluster picking methodology

2 - Do I have to use the picking rule of the inventory setup (my org is WMS)

3 - Do I have to use the picking rule in MWS to pick from the first order?
