How to restrict users action in Payments Workbench

Dear Community,

For specific Operating Unit in the Payments Workbench, user names are shown as updating in record history "updated by" for table ap_checks_v.  These users have only Review rights for payments workbench and normally they should not appear as updating any table related to that form.

Can you please explain why their names are shown as updating the quick payments for the respective Operating Unit?
