How to get pricing in HTML Quoting to derive the line-level price list if header PL is left blank?

I set the User Search Flag to 'Yes' on the List Line Base Price event phase for activity Fetch List Price.  That is supposed to tell the pricing engine to look for an item's list price on any price list if not found on header price list or if the header price list is left blank.  This feature works in Order Management with no issues and have used at other clients in OM, but in HTML Quoting (and java quoting) it returns the error below:

IPL:  Price was not found on price list for this item X and UOM Y
