Managing Databases using Enterprise Manager (MOSC)

Cluster database target in target pending status despite all instances and services being up.

We're using OEM 12.1.0.2 and I have an 11g RAC database where the instance targets show as up and the cluster database target shows as status pending. I've checked everything I can think of. Has anyone run into this before?  Thanks.
