Can i do package build/deploy without checking in object ?

Hi, i was wondering in fat client, let's say i don't check in P01012 object after some modification,  and straight away go for package build/deploy..can i have the latest object deployed to all workstation ?

I assume it can't , right?   The reason i asked so because sometimes user can't check in object in OMW after checked out....do i need to fix the issue 1st then can go for package build/deploy ..

If they can check out the object, but failed to check in the object,,,it normally is due to administrator role, deployment mapped drive being not shared ?  or the in the P98230-allowed action is not defined and the project status is not 21.
