4455179 : 11.5.10.2 : FNDLOAD of bscper.ldt failed

Using patch wizard, we are applying patches needed on our 11.5.10.2 EBS system to enable us to upgrade to R12.2.x. One of the patches, 4455179, fails on the following command:
FNDLOAD &ui_apps ) Y UPLOAD @BSC:patch/115/import/bscper.lct @BSC:patch/115/import/bscper.ldt
