Allowing multiple pending PayApps

Will any Unifier versions allow for a single base commit to have more than one PayApp record at a time without locking the SOV? 

Similarly, are there any versions where a change commit with a negative line item doesn't lock the SOV?

Both of these items cause issues that delay payments because the locked SOV keeps certain records from moving forward until the current PayApp or deductive line item change record completes. 

Is there an existing SR or enhancement request that I can track regarding this functionality (I don't see any when searching the Knowledge section of MOS)?  I'd be curious to hear if other customers have problems with this limitation.
