Can you restrict Cost Type by User or Responsibility?

I need to be able to restrict users from doing direct updates on Frozen cost type. Presently if a user is creating a new item, they can directly enter costs amounts into the Frozen cost type. I need to restrict them from directly entering information or values in this cost type.  Is there any solution for this?
