Report Manager only accessing one operating unit

Hi,

We would like to combine the GL Superuser responsibility with the Report Manager responsibility.  I've created the combined menu and it works fine except that Report Manager will only pull data from one operating unit.  The stand alone Report Manager is accessing both operating units.  There are no security profile settings on this responsibility to restrict this so I'm unsure as to why it is being limited to the one operating unit.

Any suggestions would be appreciated.
