How does non privilege propagating aggregates occur - how to fix

Hi

I have several targets in my Administration Group display "Unassigned Targets" view.   They show marked as Non Privilege Propogating Aggregate Targets.  How do these occur?  The note in the screen says "privilege propagating aggregate targets cannot become member of Administration Groups."   Also - "The values you specify for target properties will only apply to this target and not propagate to its members. To propagate values to this target and its members, use EM CLI set_target_property_value with the -propagate_to_members option....

So are these targets supposed to be marked this way? "  The items that are tagged like this are : Nodes, concurrent manager, ebs suite workflow/patch info/custom objects, ebs suite, OAS.   for a diff ebs group i have forms oacore and oafm  - marked as N. P. P. A.
