Can we Copy Objectives from Objective Library in Standard Appraisals?

We are Using Standard Appraisals . I'm getting only "Previous Objectives" Option when Click the "Copy Objectives" Button in Objective Block. I couldn't found an Option "Objective Library" when i choose the "Copy Objectives". is it Possible only in PMP?.
