UpdateConditionals getting executed twice

Hi,

I have used the UpdateConditionals method in my PR file and the code is getting executed twice, in the code iam appending a <span> to a Siebel Control present in Applet, the span is comming twice. as per the Siebel Config bookshelf updateconditionals gets triggered on Applet load. If anyone has faced this issue please help me understand the behaviour?
