Unable to find payment while other user find with same responsibility

Hi,

Scenario Example :

Lets say User A has Payable inquiry responsibility & also User B has same responsibility

When User A find particular payment system shows him payment but when same payment User B trying to find system unable to find it

Requirement is : User B have to find that payment which is User A has found

Need your suggestions
