Browser visual functionality not working properly: Navigator menu and Open Applications

We recently upgraded to 9.1.4.3.  I have "one" user out of 50 or so in a branch office who's IE 11 browser is malfunctioning.  See attached screenshots.  I checked Zoom settings: 100% (I've encountered a similar situation in the past and this is unrelated, where the user had zoomed in and caused similar visual malfunctions).

1) Reference: "JDE Error 1.jpg" - Upon signing in, the user goes to the Navigator menu.  The black arrows that indicate that there's child items in its folders aren't displaying on the top three available folders.  If those parent folders are clicked on, there is no fly out for its subfolders.  The "Actions" folder shown in the screenshot is short enough in character length that its functionality works.  I can expand its subfolders and open applications.
