Time Zone setup help

Our JDE system is set up so that all our grid data in our applications displays in PST.  However, we have users overseas in a branch office that are on GMT.  They would like to view their grid data of their applications on GMT.

All our users have their Universal Time settings in User Profiles to "blank" = System Value.

Per the guidance of some Oracle documents out there, I've tried setting up a test account with its User Profiles' Universal Time settings to GMT. It does not change the time as desired, even after clearing internet cache and even waiting overnight to see if there was a delay in updating.
