Optimizer uses dynamic sampling even though all tables have statistics in 11.2.0.3

Hi All,

          Oracle query optimizer in a freshly installed 11.2.0.3 ( Jan PSU applied) seems to use dynamic sampling even though all the tables in the query have statistics. Has anyone else encountered this situation. If so what can be done so it does not perform dynamic sampling. Attaching file with details.
