Essbase version 7.1.0 license key expired

My client is using Planning 3.5 with Essbase 7.1.0. 3 days back our essbase license got expired and now we are not able to connect to essbase. I browsed through some sites and read about the register utility "register.exe".

I have a few questions,

Is essbase v7.1 still a licensed product?

If I have to re-register using register.exe what are the important things that I need to keep in mind? I have a backup of all level 0 data that is about 2 weeks old, and I will take a backup of all the application folders. Will this process have any impact on the security settings? Do I have to recreate users, filters etc? Please help me with this information.
