Not abel to pick when the autoallocate is NO

I am using WMS

I am using PDA

Create a sales order

release the order

auto pick is no

auto allocate is no

try to pick the order manifest picking from the PDA

not able to do that

in order to solve it

go to transact move order

allocate

and go back to manifest picking

pick the order and continue

is this standard functionality I have to allocate in order to pick
