Rule simulation works only with autoallocate is NO

I am using WMS

create a rule

create a sales order

release the order with auto pick confirm is no but with auto allocate is yes

try to do rule simulation the move order is not found

try another example with auto allocate is NO

create a sales order

release the order with auto pick confirm is NO and auto allocate is NO

go to rule simulation and able to find the move order

is this a standard functionality that the simulation works only with auto allocate is NO?
