Inactive Transaction Branch in top 5 wait event

Dear Gurus,

On my database environment there is wait event "inactive transaction branch" in top 5 wait event in AWR, what is the solution for this issue ? how can I do to mitigate the problem ?

is asking application team to restart the apps the only solution ?

I have opened SR, but the support told to reduce PROCESSES value, It's impossible to reduce the value of PROCESSES as database is accessed by so many users and create so many processes. what is other solution ? please help.
