Alternative way to transfer Environment Object

Hi, is there any alternative way  to transfer current live environment PD all objects to testing environment instead of doing package build/deploy ?

Wondering package build/deploy on table, can it able to copy data to the environment where the package is deployed to ....?  Or  it just copy the table design template only..
