why i can not get the eis-patch download password now?

hi,all. i entry this website http://www.oracle.com/partners/secure/support/tools-and-resources/eis-home-177012.html to get the eis-patch download password every time, but recently it does not work. the system show me that as the bellow.

If you are trying to access Specialized secured content, your company must achieve Specialized status in that product

· Visit Knowledge Zones to become Specialized
· Check my company's Specialization status

i have already let the oracle OPN background team check my company about the specialized and the specialized status is ok. did someone meet this problem?
