Sales Order Sales Tax for End Destination when using Installer

Is there a way to process an OM sales order through order fulfillment and then billing such that the order SHIPS to an installer's address, but then bills and taxes based on the end customer's address. We use an installer for equipment and when you enter the installer information for the ship to, this may not be the end destination so taxes have to be manually ovverriden in billing so correct taxes are charged. We are using 3rd party Vertex Q Series for calculating tax.
