EBS R12.1.3

Any idea why running Patch Wizard on 17886182 completes successfully, but presents no impact analysis results, even though the patch has not yet been applied? We see the same results in both PROD and TEST.

Patch 17886182 is a pre-req to the EBS RFC1 (17774755).
