Can we give the Quote discount/surcharge manually (entered value by user)

Dear Gurus,

As per the requirement, The user wants to give quote discount/surcharge manually, It means they will enter the value like 22% or 1000  in the quote discount/surcharge amount area.(through price adjustments on quote header)

kindly clarify me on this.
