How can I backorder all quantity of the line when there partail quantity available

I am using WMS

I have a sales order with quantity of the line is 10

I have available in the store 6

pick the sales order

4 quantity are back order

I need to not allow the system to pick the line and not allow partial picking

I need to backorder the 10 quantity

How can I do that
