How To Interface Self-Assessed Tax Lines From Payables to Projects In Release 12.06?

Hi

Is there anyway we can interface Self -Assessed Tax lines into Projects in Version 12.06.  I can see from Doc ID 1294892.1 that a patch can be applied to 12.1 and above but can't find anything for 12.06?
