Trying to apply the April 2014 Crictial Patch Update to Oracle Enterprise Database 11.2.0.3

Reading through the Oracle Support note 1618213.1 (Patch Set Update and Critical Patch Update April 2014 Availability Document)

I am confused by "Table 12 Patch Availability for Oracle Database 11.2.0.3"

I understand that I need to apply "Database 11.2.0.3 SPU Patch 18139695"

but I am confused as to whether I need to apply "CPU Patch 13705478"

I would be very grateful for some advice.
