What is the problem? ORA-16778: redo transport error for one or more databases

I'm at my wits end, and 6 day of back and forth with Oracle tech support isn't going anywhere. Neither do googling.

First: some background.

There was 3 database with 2 rac each and a dataguard. Two of them has different ID with the standby (it was new db - same name). I managed to rebuild the standby db just fine. So I know how to get Data guard working.

The third db has the same name with the standby, and same id. it just that someone restore a backup with no reset log. it hasn't applied for so long. db crashed due to full fra. So I get it working again, and rebuild the standby.
