No menus show/No apps work in local web

Hi,

I tried to install local web with OC4J solution using OH4A1013_setup. My tools release is 9.1.4.2. App release is 9.0. FAt client is on windows 7, 64 bit
It lets me in the JDE local web but does not show any MEnus and does not let any applcaition to run. Gives critical system error.

Local JAS logs show the error as JDBCProxy.jdbcProxy(): JDBj database operation failed | UserName : JDE, Environment : SB900, User Role : *ALL com.jdedwards.database.base.JDBException: [DATABASE_CONNECT_FAILED] Database Connection failed for DataSource Local - SB900.

I could check the datasource connectivity of datasource Local - DV900 from odbcad32 uusing odbcad32 from syswow64.
