Attachments with a special character not working properly in report binders in ARM

We sometimes have files saved by users with special characters and then attached to the reconciliation in ARM. We recently have noticed the link to files with these characters does not work once a reconciliation has been exported via the Report Binder functionality unless the attachment is opened manually on the local computer. The special characters are replaced by some other weird character in the report binder and thus loses the link to the attachment in ARM. Is this how it is expected to work or is it an issue with report binder?
