You cannot publish to the Apps Library because you do not have write permission

I have created a basic Mobile App using BI Publisher, but I am unable to publish it using the Local option.  When I click Publish I get "You cannot publish to the Apps Library because you do not have write permission on the /Apps folder in the catalog".

I've updated the folder permissions to be Full Control for 'Authenticated User', 'BI Administrator Role','BI Author Role','BI Consumer Role','BI System Role','Oracle BI Applications Administrator','Presentation Server Administrators' and 'weblogic'.

I'm logged in using Oracle BI Applications Administrator.

I've verified that xmlp-server-config.xml contains <property name="APPS_LIBRARY_FOLDER_LOCAL" value="/Apps"/> and I've tried changing the folder to various other folders, without success.
