Worker fails on csitxnst.ldt during EBS patching

I'm currently applying the high priority patches from the Patch Wizard to our 12.1.3 EBS.  The patches are merged so I can't be sure which patch is causing the issue but here are the error messages.

FAILED: file csitxnst.ldt on worker  1.
