MSD_MAX_DELAY_WKS Business Rule

In our present COE implementation, we discussed with our client and agreed that the best way to start the COE analysis was using the model start option inference rule with sellThrough, and specifying a Sell Thru % that COE would wait before start suggesting markdowns.

They agreed with that, but after a few study they are afraid this strategy would ignore some articles that are extremely slow movers, and then these articles wouldn't be eligible if the Sell Thru % is never reached.

Is it possible to use the MSD_MAX_DELAY_WKS rule to solve this problem? For example, we would have Model Start Option with Sell Thru, a 2-5% completion before starting the analysis and if the article was not selling at all, put a 3 week delay using this rule so the article will be eligible for the calculation engine. Is this assumption correct?
