Invoice Lines DFF Context Value showing lock

Hi,

We are on 12.0.4

We have 4 Operating Units,when user going to add description in DFF context value he can add in 3 Operating Units successfully except 1 Operating Unit .the context value LOV showing lock please find the attachment (Screenshots)
