Minimize fragmentation for Subinventory/Locator for Actual item on-hand quantity / txn UOM

I have a seeded oracle rule Minimize fragmentation for

sort criteria Object Subinventory/Locator

Parameter Actual item on-hand quantity / txn UOM

order descending

the item A exists in subinventory Each

in Locator L1

and in Locator L2

the picking order and dropping order L2 =2 and L1 = 1

I am expecting the put away suggestion is L2 but actually after testing is L1

How can I make the Minimize fragmentation when the item exists in two different locator or subinventory
