PAXINEAG: Duplicate agreements funding one project

I have two (2) agreement_id records on the pa_agreements_all table which appear to have the same agreement number.  I must query on the form with DTRT59-11-X-01104%.  Is it possible to delete an agreement from this table functionally in the application?  I need to remove/delete/inactivate agreement_id 85909.

Agreement_id, 85910, was created in 2011 and has revenue generated against it.  There has been no invoicing against this agreement.

Agreement_id, 85909, was created in 2014 and does NOT have revenue or invoicing generated against it.
