need a solution to eliminate zero miles caliculated by PCmiler between two adjacent zipcodes in OTM

hi OTM gurus,

we have a rquirement to replace the zero miles caliculated by PCMILER witha minimum 5/10 miles.Actuallly the PCMILER is givinga zero miles for very near by zip codes and we are ending up with zero travel time and zero activity time because of this.  I want to know whether there is a way in otm to overrite that zero miles with and minimum miles and minimum activity time.please advise..
